			<content:encoded><![CDATA[<p>Robert Kelley is a Counselor with Jefferson Waterman International.  Mr. Kelley brings to JWI decades of experience working on behalf of international commercial interests and advising federal government leaders. At JWI, Mr. Kelley furthers private investment in commercial ventures and represents clients’ interests before bilateral and international funding institutions.</p>
<p>Prior to associating with JWI, Mr. Kelley served in the U.S. Embassy Baghdad and with the U.S. Defense Department in Baghdad. During this time, he was Advisor for U.S. Legislative Affairs to two U.S. Ambassadors to Iraq, Ambassador James F. Jeffrey and John Negroponte.</p>
<p>An attorney and Member of the District   of Columbia Bar, Mr. Kelley was Chief Counsel to the National Security Subcommittee of the U.S. House of Representatives in 2006. He previously served as Deputy U.S. Senate Legal Counsel; Deputy to the President’s Special Representative and Ambassador-at-Large for Nuclear Nonproliferation, U.S. State Department; and Counsel to the U.S. Senate Intelligence and Judiciary Committees. Earlier in his career, Mr. Kelley served as a U.S. Foreign Service officer in Germany.</p>
<p>Mr. Kelley earned his law degree at the University of California, Berkeley, where he also received his Master’s Degree in Political Science. He speaks fluent German.</p>

<p><a title="Jefferson Waterman International" href="http://www.jwidc.com">Jefferson Waterman International</a> is pleased to announce that Ambassador Jackson McDonald has joined forces with JWI, a leading Washington, D.C.-based international political and business consulting firm. Amb. McDonald comes to JWI following decades of high-level public service encompassing strategic political affairs, international business facilitation, counter terrorism, and cyber security. Much of his career was based in West Africa, the Middle East, Europe, and the former Soviet Union. As a Vice President of JWI, Amb. McDonald will be providing JWI clients with international political and commercial representation and be a member of <a title="JWI Africa Advisory Board" href="http://www.jwidc.com/people/africa-advisory-board/">JWI&#8217;s Africa Advisory Board</a>.</p>
<p>Amb. McDonald served as U.S. Ambassador to Guinea in 2004-2007 and U.S. Ambassador to The Gambia in 2001-2004. He was Deputy Chief of Mission at the U.S. Embassy in Côte d’Ivoire 1998-2001, and was the first foreign diplomat accredited to the newly independent Republic of Kazakhstan in 1992.</p>

The former U.S. Ambassador to both Guinea and The Gambia, Amb. McDonald brings over 30 years of expertise in strategic political affairs, international negotiation, international business facilitation, counter terrorism, and cyber security. He also offers extensive in-country career experience in the Middle East, Europe, and the former Soviet Union as well as West Africa.</p>
<p>Before joining JWI, Amb. McDonald served as Foreign Policy Advisor to the commander of U.S. Cyber Command. He has held the prestigious U.S. Department of State Chair at the National Defense Intelligence College, served as Senior Advisor for Security Negotiations and Agreements at the U.S. Department of State, and assisted the U.S. Embassy and U.S. Forces-Iraq in Baghdad on political-military matters.</p>
<p>As U.S. Ambassador to Guinea, he successfully advocated for multi-billion dollar U.S. business ventures. As U.S. Ambassador to The Gambia, he played a key role in the lifting of U.S.-imposed sanctions and normalization of bilateral relations. Previously, Amb. McDonald served as Deputy Chief of Mission at the U.S. Embassy in Côte d’Ivoire, was the first foreign diplomat accredited to the newly independent Republic of Kazakhstan, and served as a Political Officer at U.S. embassies in Beirut, Paris, and Moscow.</p>
<p>Ambassador McDonald has received the U.S. Department of State&#8217;s Superior Honor Award seven times.  He holds degrees from Georgetown University&#8217;s School of Foreign Service and the Ecole Nationale d&#8217;Administration in Paris, and speaks French and Russian.</p>

			<content:encoded><![CDATA[<p>Douglas Jackson is Director of Research at Jefferson Waterman International, where he oversees and conducts research and analysis on political developments, economic trends, political and security risks, and other matters vital to JWI clients. Mr. Jackson also is heavily involved in conducting market research, due diligence, and targeted analysis on behalf of clients’ commercial ventures. He has particular experience in navigating the complex political and economic realities of West Africa, Southeast Asia, and South Asia. In addition, Mr. Jackson performs the pivotal service of managing clients’ websites and social media campaigns. Prior to his current position, Mr. Jackson was a Research Associate for JWI.</p>
<p>Previously, as a Research Assistant for the Woodrow Wilson International Center for Scholars in Washington, D.C., Mr. Jackson conducted extensive research on the U.S.-India nuclear agreement in support of a nuclear proliferation expert’s forthcoming book.</p>
<p>Mr. Jackson earned an M.A. with highest honors from the School of Oriental &amp; African Studies (SOAS) at the University of London. Before these studies, he served as a Paralegal for the Boston law firm of Pierce, Davis &amp; Perritano, where his research was integral to the firm’s defense of trials nationwide. Mr. Jackson earned his B.A., magna cum laude, from Connecticut College, where he majored in History and was awarded the Department Prize in Asian History. As an undergraduate, Mr. Jackson also spent time as a visiting student in India and at Oxford University.</p>

JWI political and media representation is bringing the importance of Ghana’s continued stability and its widely recognized good governance to the attention of the American public, the U.S. Government, and the international community. JWI also is providing economic and security consulting support to strengthen Ghanaian infrastructures critical to commercial investment and oil production operations.</p>

Oil can lead to crippling corruption, unwarranted expenditures, and the mortgaging of oil production  revenues into the future. Ghana is determined not to let this happen. JWI’s team is helping the government responsibly steer the nation’s evolution into an oil producing nation so that the industry’s success benefits the people of Ghana and forms a strong foundation for decades of commercial growth.</p>
<p><b>Keeping the Peace at Home and Abroad</b></p>
<p>As a major contributor to UN Peacekeeping Forces, Ghana plays a pivotal, positive role in nations across Africa and also in Lebanon, Georgia and Kosovo. Yet Ghana faces security challenges itself. <p>Jefferson Waterman International is providing political representation and media support to President Alassane Ouattara, the internationally recognized winner of Ivory Coast’s November 2010 presidential elections. JWI’s services, provided on a pro bono basis, are geared to reinforcing international pressure on defeated former President Laurent Gbagbo to step down.</p>
<p><a title="Jefferson Waterman International" href="http://www.jwidc.com">Jefferson Waterman International</a>, headquartered in Washington, D.C., is representing the interests of President Alassane Ouattara, the internationally recognized winner of Ivory   Coast’s November 2010 presidential elections. JWI is providing President Ouattara with U.S. and international political representation as well as media support on a pro bono basis. The goal of JWI efforts is to sustain and intensify global pressures on the defeated former President Laurent Gbagbo to accept the election’s outcome and leave office.</p>
<p>“With several elections scheduled to take place in the coming months across Africa, it would be disastrous for the region if the precedent being set by Mr. Gbagbo is allowed to stand,” said Charles Waterman, JWI’s CEO. “The U.S., the UN, the EU, and concerned countries in Africa and around the world understand the importance of taking action now to ensure that democracy prevails in the Ivory Coast.”</p>
<p>Authorized by President Ouattara to represent his new government’s interests shortly after the election, JWI has reached out to U.S. and international government leaders, the media, academics, and the global public, including Ivorians living in their country and elsewhere. In January, JWI facilitated a Center for Strategic &amp; International Studies (CSIS) audioconference with President Ouattara, who participated from his current location in the Golf Hotel, where he is protected by a contingent of UN peacekeepers. The Washington, D.C., event was attended by approximately 140 policymakers and thought leaders, with over 200 viewers tuning-in live online. <p>In December, JWI established the website <a title="Ivory Coast Democracy" href="http://www.ivorycoastdemocracy.com/">www.ivorycoastdemocracy.com</a> on President Ouattara’s behalf, as well as social media pages on Facebook (friend Ivory Coast Democracy) and Twitter (follow @IvoryCoastDemoc). In less than a month, traffic on the website soared, at last count reaching visitors from 67 countries, including residents of the Ivory Coast.</p>
<p>JWI is well positioned to assist President Ouattara. For more than 15 years, the firm has represented the interests of governments, political groups, and major international corporations, and has become known for its particular effectiveness in matters related to developing nations and politically sensitive environments. The firm has especially extensive experience in matters concerning West Africa. 			<content:encoded><![CDATA[<p>Joseph W. Augustyn is Executive Vice President, Security and Intelligence at Jefferson Waterman International. He brings to JWI clients thirty years of high-level experience in homeland security, counterterrorism, and intelligence issues, as well as extensive knowledge of the agencies and departments responsible for them.</p>
<p>Mr. Augustyn’s long career with the CIA included senior positions as Deputy Associate Director of Central Intelligence for Homeland Security, Director of the National Resettlement Operations Center (responsible for defector resettlement), Chief of Staff for the CIA’s Deputy Director of Operations, and the Deputy Division Chief for the CIA’s large East Asia Division.</p>
<p>A senior advisor to the Center for Strategic and International Studies (CSIS), Mr. Augustyn was a member of the CSIS panel of experts that produced &#8220;Homeland Security 3.0.&#8221; He previously was a Principal of Booz Allen Hamilton, focusing on the CIA, Office of the Director of National Intelligence, law enforcement, and Department of Homeland Security matters. Prior to that, Mr. Augustyn served as the senior advisor and counsel to John Brennan, then Director of the National Counterterrorism Center, of which Mr. Augustyn was one of the original architects.</p>
<p>Mr. Augustyn is a frequent national lecturer and guest speaker on homeland security and intelligence topics, and has written articles published by the Christian Science Monitor and the Huffington Post. The numerous honors and merit awards he has received include the Distinguished Career Intelligence Medal and the Intelligence Commendation Medal. Mr. Augustyn pursued doctoral studies at Indiana University, and holds degrees from the University of Massachusetts and Brown University.</p>

<p>After his retirement from the U.S. Central Intelligence Agency in 1979, Mr. Arnold served as a consultant to numerous U.S. and international firms on business, political, and economic developments. His insights have helped clients assess new opportunities and have guided their activities in foreign markets. Mr. Arnold has helped form joint mining ventures in strategic metals in China, served one of the world’s largest marketing firms, and assisted a multinational firm with a capital investment project in Thailand. He also has arranged several joint venture projects in Taiwan, Indonesia, and Korea, and has served as a pro bono consultant to the Royal Thai Government.</p>
<p>Mr. Arnold has traveled extensively in East Asia, and has worked closely with chiefs of state, senior foreign officials of ministerial rank, and senior business officials. He is currently the Chairman, the President, or a member of the Board of Directors of a number of companies in the United States and abroad.</p>
<p>Mr. Arnold’s achievements have been honored with decorations from the Central Intelligence Agency, the U.S. military and foreign governments, and he has received numerous commendations and letters of appreciation from U.S. and foreign dignitaries. A graduate of Villanova University in Pennsylvania, he is a widely published author on political and military policy issues.</p>

Ambassador Brown subsequently served as Director of the Dean Rusk Program in International Studies and Professor of Political Science at Davidson College. Since 2001, he has been President of the independent non-profit Association for Diplomatic Studies and Training (ADST). In addition, Ambassador Brown is a consultant on Africa and served as a member of the Senior Advisory Group of the U.S. European Command, an advisor on Ghana to the National Intelligence Council, and a director of the Ghana Heritage Conservation Trust. Ambassador Brown holds an M.A. in International Relations from Yale University, an M.A. in Political Science from NYU, and a Ph.D. in Political Sociology from the University of Cape Coast in Ghana.</p>
