Joseph W. Augustyn, President of Crosshatch International, brings thirty years of high-level experience in homeland security, counterterrorism, and intelligence issues, as well as extensive knowledge of the agencies and departments responsible for them. Mr. Augustyn’s long career in the clandestine service of the CIA included senior positions as Deputy Associate Director of Central Intelligence for Homeland Security, Director of the the US Government’s defector resettlement program, Chief of Station on three occasions, Chief of Staff for the CIA’s Deputy Director of Operations, and the Deputy Division Chief for the CIA’s large East Asia Division.Mr. Augustyn has been a senior advisor to the Center for Strategic and International Studies (CSIS) and is a frequent university lecturer on matters related to counterterrorism, homeland security and intelligence issues writ large. He previously was a Principal at Booz Allen Hamilton, focusing on the CIA, Office of the Director of National Intelligence, law enforcement, and Department of Homeland Security matters, and previously served as the senior advisor and counsel to John Brennan, then Director of the National Counterterrorism Center, of which Mr. Augustyn was one of the original architects.

Bruce Alexander is Crosshatch’s expert on personnel and VIP security and protection. He has over 25 years of multi-disciplinary law enforcement, intelligence, executive protection and security expertise. He was special advisor to the Government of Liberia responsible for advising, developing and mentoring key leaders of the Liberian presidential protection service under the auspices of the U.S. Department of State; a consultant for the Foreign Service Institute for personal security; and Director of Training at the Military Police Training Center in Jeddah, Saudi Arabia. He was Protective Security Detail Leader for the Commanding General of the 21st Support Command in Kaiserslautern, Germany, and was assigned to the Executive Protection Detail of the U.S. Secretary of Energy.

Steven W. Bailey, U.S. Navy SEAL (Ret.), is Crosshatch’s master instructor of tactical skills, including special operations training. Mr. Bailey is a renowned expert in counterterrorism, paramilitary and special/clandestine operations training, with 45 years of hands-on, senior managerial experience in special operations, security, intelligence and counter-terrorism. A 25-year veteran of the U.S. Naval Special Warfare (SEAL) community, Mr. Bailey’s service has included multiple operational tours of duty as a SEAL Operator, Basic Underwater Demolition/SEAL Instructor (BUD/S), and as the Command Master Chief (CMC) for Naval Special Warfare Unit One, Republic of the Philippines. He later served as CMC for Naval Special Warfare Center (BUD/S), in Coronado, California, attaining the highest enlisted position as the Force Master Chief for the Naval Special Warfare Command. Upon Mr. Bailey’s retirement from the military in 1996, he joined ARCO/BP-Amoco in Algeria as Security Supervisor, and also served the U.S. Department of Defense as a firearms instructor. Mr. Bailey has earned numerous awards for his service.

Ross Falisi is Crosshatch’s canine handling expert. His career began with the New York Transit Police (NYTP), which is one of the most dangerous police positions in the country. He brings extensive experience with New York State Police (NYSP), one of the most selective divisions of the Executive Branch of New York State which widely regarded as one of the most elite police agencies in the world. During his decades working for both the NYSP and NYTP he held positions involved in personnel training, academy and fitness instruction, and canine training.During his time at the NYSP, he served as the Senior K-9 handler at Ground Zero after 9/11. He has since used his skills as an instructor, consultant and contractor for narcotics, explosives, and cadaver detection, search and rescue tactics, canine training, and weapons instruction.

Clifford L. Karchmer is Crosshatch’s forensics and crime control investigation specialist. For nearly two decades, he was Director of Program Development for the Police Executive Research Forum (PERF), managing model homicide, DNA evidence, and other forensic training initiatives, as well as interagency task force enhancements on counternarcotics, counterterrorism, and homeland security. He developed and managed over 30 major public safety and security projects, collaborating with the FBI, DEA, and the intelligence community. Mr. Karchmer received leadership awards from the U.S. Department of Justice for his work on asset forfeiture and from trainees on white-collar crime. He has served as Director of the Massachusetts Organized Crime Control Council and subject-matter expert on state-local police outreach for immigration enforcement (DHS/ICE) and “9/11 Commission Act” implementation. Additionally, he was the law enforcement liaison to two National Academy of Sciences panels on homeland security and the money laundering expert witness for the President’s Commission on Organized Crime.

V. Phillip Lago is Crosshatch’s intelligence operations center authority. Mr. Lago served as an intelligence officer for 30 years in key capacities at both the Central Intelligence Agency and the U.S. National Security Council (NSC). Appointed Executive Secretary of the NSC by President George W. Bush, Mr. Lago headed the NSC and served as its Chief of Operations, leading the transformation of the White House Situation Room into a state-of-the-art situational awareness center. Mr. Lago also oversaw major operational and technology upgrades at the NSC and was part of the effort that modernized the President’s secure video communications system. Prior to his post at the NSC, Mr. Lago was responsible for the Director of Central Intelligence’s (DCI) continuity of operations, continuity of government programs, and the DCI’s operations center. After the September 11th attacks, Mr. Lago became a member of the DCI team that provided intelligence support and briefings to senior U.S. officials.

Captain Kevin R. McCarthy, Delta Air Lines (Ret.) heads Crosshatch’s aviation security services, advising on transportation security and operations solutions, resilience, and other aspects of critical infrastructure protection. With over 33 years experience flying commercial and U.S. Air Force aircraft, Captain McCarthy was selected as one of Delta Airlines’ first captains of the new Boeing 777. During his career with Delta, Captain McCarthy served as an expert advisor on aviation and operations security to the U.S. government and the airline industry. As a senior official in the Air Line Pilots Association International, he notably directed the industry’s first Office of Intelligence & Emerging Threats.

Enrique Prado is Crosshatch’s paramilitary, counter-terrorism, and special/clandestine operations expert, with a focus on international training programs. Mr. Prado is a twenty-five year veteran of the Central Intelligence Agency where he served in six overseas posts, including as Chief of Station. As Chief of Operations in the CIA’s Counterterrorism Center (CTC) after the September 11th attacks, Mr. Prado coordinated special operations (SPECOPS) activities with the National Security Council and FBI, as well as with elite U.S. military representatives from DELTA and SEAL-Team Six, then detailed to CIA.Mr. Prado spent his first ten years at CIA as a paramilitary officer, including 18 months of service in Central America as the first CIA officer living in the anti-Sandinista “Contra” camps, running counter-terrorism operations in Peru and the Philippines. Other key positions included head of the CIA’s Korean Operations and Chief of CIA Liaison in Seoul. He is fluent in his native Spanish.

Larry Sanchez is Crosshatch’s — and the world’s — expert on protecting large cities from terrorist attack. He is the Former Assistant Commissioner for Intelligence, New York City Police Department (NYPD), and the architect of its highly regarded Counterterrorism Intelligence Program. Mr. Sanchez now applies and adapts Best Practices developed in New York City to JWI clients. He is a 22-year veteran of the Central Intelligence Agency’s clandestine service, with over 15 years of overseas experience including assignments in the former USSR, South Asia, and the Middle East. In addition, Mr. Sanchez served as Director of Intelligence for the U.S. Department of Energy. Mr. Sanchez is proficient in Russian, and is moderately proficient in Arabic and his native Portuguese.

Dr. Ken Stringer leads Crosshatch’s intelligence analysis training team. A former senior executive at the Central Intelligence Agency, where he served for two decades, Dr. Stringer has established a record of exceptional substantive leadership, innovative approaches to analytic training, education, and professional development, and close, trusted partnerships with key decision-makers at the highest levels of the U.S. Government. He has developed and taught courses on critical thinking and analytic tradecraft across the U.S. Intelligence Community and in the private sector, implemented ground-breaking programs to develop deep expertise across intelligence disciplines, and is a recognized expert on national security risk analysis. Dr. Stringer’s work with foreign intelligence services spans more than three decades including combat service with the U.S. Army and peacekeeping duties with a key multinational organization. He is a recipient of the Distinguished Career Intelligence Medal, the Director’s Medal, and the Intelligence Commendation Medal.
